Development Economics

The PhD program in Development Economics aims to train students to be researchers of international quality in economic development field: acquisition of the fundamental and up-to-date specific economic theories; complete master of economic data analysis methods; ability to produce academic works to be published in international scholarly journals; ability to conduct scientific research.

Pursuant to Circular No. 18/2021/TT-BGDĐT dated June 28, 2021 of the Ministry of Education and Training promulgating the Regulation on Admission and Training at Doctoral Level, and Decision No. 1750/QĐ-ĐHKT-ĐT dated April 24, 2025, on issuing the Admission and Training Regulations for Doctoral Programs at UEH

Article 3. Admission Methods and Timeline (Article 8 of Regulation 18)

1. Admission method: Selection based on application evaluation.

2. Number of admissions per year: One or multiple rounds.

Article 4. Admission Requirements for Doctoral Training (Articles 7 and 8 of Regulation 18)
Applicants for doctoral training must meet the following requirements:

1. Hold a relevant master’s degree or a bachelor’s degree with distinction or higher in a relevant field according to the list in Appendix I (Regulation No. 3840/QĐ-ĐHKT-ĐBCLPTCT dated December 9, 2021).

2. Have research experience demonstrated by one of the following:

(a) Master’s thesis from a research-oriented master’s program.

(b) Lecturer or researcher with at least 2 years (24 months) of work experience at training institutions or scientific and technological organizations.

(c) Author of at least one article or report related to the intended research field, published in scientific journals recognized by the State Professorship Council or in peer-reviewed proceedings of scientific conferences or workshops.

3. Applicants must provide proof of foreign language proficiency as follows:

3.1. For doctoral programs taught in Vietnamese:

(a) Hold a bachelor’s, master’s, or doctoral degree from a foreign institution, branch of a foreign institution in Vietnam, or a Vietnamese institution delivering full-time programs in a foreign language;

(b) Hold a bachelor’s degree in a foreign language major from a Vietnamese institution;

(c) Hold an English proficiency certificate equivalent to level B2 or level 4/6 or higher according to the Common European Framework of Reference for Languages (CEFR), as well as other equivalent certificates permitted by the Ministry of Education and Training, valid within 2 years (24 months) as of the application date (see reference table in Appendix II);

(d) Foreign applicants must have Vietnamese proficiency at least level 4 or higher according to the Vietnamese Language Competency Framework for Foreigners.

3.2. For doctoral programs taught in English:

(a) Be a citizen of a country where English is the official language;

(b) Hold a bachelor’s or master’s degree from a foreign institution where full-time study was conducted in English abroad;

(c) Hold a bachelor’s degree in English language from a Vietnamese institution;

(d) Hold a TOEFL iBT certificate with a minimum score of 65 (issued by IIG, IIE, or ETS-authorized centers) or an IELTS Academic Test certificate with a minimum score of 6.0 (issued by the British Council, IDP Australia, or University of Cambridge), as well as other equivalent certificates permitted by the Ministry of Education and Training, valid within 2 years (24 months) as of the application date (see reference table in Appendix II).

  • PLO1.3 Demonstrate the ability to conceptualise and develop the practice in economic and development field to facilitate research
  • PLO1.4 Demonstrate the ability to customise the research methodology for specific research purposes

2. Skills

  • PLO2.1 Demonstrate the ability to model economic problems in practice to obtain research topics; and design corresponding research methods
  • PLO2.2 Demonstrate the ability to transform the new research findings into into research reports possibly accepted for publication in Scopus-indexed journals or those of higher ranks
  • PLO2.3 Demonstrate the skills to connect, establish a network of academia in economic field as well as other related disciplines
  • PLO2.4 Demonstrate the skills to conduct, manage, and lead activities in specialised studies

3. Autonomy and Responsibility

  • PLO3.1 Demonstrate the ability to criticise scientifically, to give opinion, to make expert decisions in development economic and specialised fields
  • PLO3.2 Demonstrate the ability to be self-directed and exhibit uniqueness, innovation in problem solving, and independence in planning and conducting research
